Yes. This is a deficiency. Please file an issue on our issue tracker. I will try to get to it. I had postponed this a while ago
because there was talk of doing a whole new plugin infrastructure, and that seems to have fallen off the priority list, but the i18n
issue should be fixed.

Now to answer your question, I'm not completely sure.
The best way is to probably create a new ApplicationResources file for
the German locale, the system should pick it up when the locale is set
to German.

BTW: as far as I've seen the plugin descriptions are hardcoded in the source,
so there's no translation possible.
