Just confirmed we still have the bookmark change / no cache invalidation bug anyway.

I can no longer find a menu option for this. I can edit existing users, but there doesn't seem to be a way to create them. New users can register themselves if the settings allow new users to register, but I hope I'm just lost, because this is an important feature.
