Yes, Jeff's suggests that we wait until we clear the incubator, and then setup a JIRA instance. Right now, importing from JIRA to JIRA is problematic, but we expect it will be resolved eventually. Until we can merge into the shared instance, we may need to put incoming projects, like Roller and WebWork, on their own instances. But, as long we point to the issue tracker from a starter website, it shouldn't matter where it lives. Though, if we get our own zone while in the incubator, maybe we could get our own JIRA instance too :) -Ted.
