If there were actual packages of the files to go out (.jar, .tar, .zip), I
missed them in your e-mail. But the idea is to vote on actual "tarballs",
not just want is in source control.
That is an ideal. Not every project follows it strictly. Including me all
the time. Sometimes that comes back to bite you. In the case of the
Incubator, we want to follow it strictly, so that we can make sure that
packages have the proper branding and disclaimers.
