every vote counts :-)

everyone interested in roller whether user, developer, committer,
pmc'er, member or officer who has an opinion to express should feel free
to vote. community is important and so every vote matters.

the question is whether the vote is binding upon the ASF. binding votes
are required before an action can be taken on behalf of the ASF. this
involves matters such as legal oversight and organisational structure.
these issues limit those whose votes can be binding. 

anyway, here's my belated +1 (binding)
