We never released 0.9.9, so 0.9.8 to 1.0.0 should be all you need. Is that not the case?

I downloaded Roller 1.0 from Java.net (could not find a prebuilt
0.9.9) and see that 098-to-099 was *not* transformed!  Fortunately
098-to-100 is transformed (shouldn't that be 099-to-100?), and the
manual fix to 098-to-099 is small and simple.

Dave, should we fix this transform and rebuild these, or just post an advisory?

Correct, you should not be using the *raw* script but rather the
transformed version (it gets transformed when you do a build).
