I had the same problem here ... The problem is that al static content is also forwared to the filters (see web.xml) ...
In the web.xml you should add a "rule" that css and stuff doesn't needs to be forwared to the CharEncodingFilter.(I don't remember the details, but if you're not able to get it to work let me know and I'll check in more detail).
