As far as I remember, there is no way to disable new blog creation.
You can turn off new user registration via the ServerAdmin->Configuration page. And you can turn off group blogging and thus limit the number of blogs per user to one via a roller-custom.properties override file (see the installation guide). But I don't think you can turn off new blog creation without a JSP or Java code change. - Dave
