Thanks for the responses.

However, I do have this set in the this set in the themes/basic/Weblog.vm
    <h2>Navigation</h2>
    <div class="sidebar">
    #showPageMenu($model.weblog)
    #showAuthorMenu(true)
    </div>

I have looked through the roller30-template-guide.pdf, but cannot see the 
Create & Edit or Preferences tabs.  I am apologize if I am missing something 
obvious.  Thanks again.

Check-out the roller30-template-guide.pdf and you can see all the
macros available.

The following macro supplies the navbar you currently see:

#showPageMenu($model.weblog)

The additional nav links are available using this macro:

#showAuthorMenu(true)
