Yes.  I am the administrator.
I did the install, I was the first to create the user.  And I checked my role 
in the db.

I have also set up a second user and the difference in the navigation:
Admin (mine) --> 
  * Front Page
  * Weblog
  * New Entry
  * Settings
  * Logout

Non-Admin-->
  * Front Page
  * Weblog
  * Logout

If I go into the settings, there is the Global Admin only settings, but it does 
not seem to do anything for me.

Billy,

Are you an official administrator for the roller installation? Based on 
my experience with roller 2.1, I don't think the extended menu options 
appear unless you are, even if you are logged in.
