Agreed.  I don't at all like the idea of the mud throwing away commands if
you don't wait long enough.
I think it would lead to player frustration over spamming commands to get
them in as soon as possible.
It's feasible you could continue buffering commands and just send them a
prompt on new commands while in a wait state, so the mud is 'responsive'.
Maybe something to tell them how long they have to wait and how many
commands they have buffered.
But personally, I think having a feel for wait states is part of what
separates a good player from a bad player, at least in my MUD.
