Okay a few things.

AS Jason has stated, basic ROM is a pretty good codebase but it has bugs,
and not a lot of features that have come out in a while.

I would suggest instead of QuickMUD, that a more mature codebase is in
order.  QuickMUD was designed to be a step up replacement for ROM with basic
features that all muds seems to have encorperated.

Here is another codebase, actively supported, that can work well.

Sacred version 2.0:
Features include:
SACRED is an enhanced version of the ROM 2.4b6 codebase. The enhancements
include new player skills, spells, classes, and races. Also included are
arenas, OLC, Mud Compression Protocol, a Clan system, new flags, questing,
color, automatic auctions, enhanced immortal utilities, spellchecking,
hints, mob restringers, and many more features.
