Actually, that bug exists in version of rom 2 all the way through RoT

Its a somewhat amusing bug, especially when you multiply the connection
state, but very easily squashed. Plug in the patch that Jeremiah posted
and youll be set. I'll help you out with some of the other bugs when i
get back on later.
