Basically, that error means you tried to bind to a port that's already being used. I'm not entirely familiar with quickmud, so I don't know if it tries to bind to any ports other than the main game port.
But most likely the problem is that there's another copy of the MUD running in the background and you tried to start it up. If this happens and the game is definitely shut down and nothing else is listening on that port, check comm.c and make sure that everything's kosher with the setsockopt call using the SO_REUSEADDR argument in the init_socket function.
