"The ISS is an international institute of higher education on social and economic change with a focus on development processes. It was founded 50 years ago by the Dutch universities to assist in the training and further education of professionals, especially from developing countries. The ISS forms part of the Dutch academic scene. There are close ties through participation in the research (PhD-) school CERES, through appointments of Professors at other universities and joint teaching programmes. ISS has a special partnership relation with Utrecht University which acts as the liaison of the ISS with the Dutch Ministry of Education, Culture and Sciences. The ISS provides top-quality education in the social sciences to postgraduate, mid-career professionals, mostly from developing countries and countries in transition. Courses - all taught in English - provide knowledge and insights in a number of fields including economics, sociology, political science, public administration and international law. We would like to draw your attention to the fact that the Dutch Government has allocated 10 fellowships to the Center for the Study of Transition and Development (CESTRAD) at the Institute of Social Studies (ISS) in the The Hague for the Policy Analysis Skillsfor Transition Economics (PASTE) course which will run for 6 weeks from 20 April to 3 June 2005. Only a limited number of transition countries are eligible for these fellowships and Romania is one of them. The Huygens Programme fosters an influx of outstanding foreign students from countries with which the Netherlands has concluded a Cultural Agreement and from countries with which the Dutch Ministry of Education, Culture and Science has concluded agreements regarding the award of scholarships. A committee of experts selects the most qualified students. Each year some 175 students can be awarded scholarships for periods of three to ten months under this scheme. To be eligible, students must: · be no older than 35 years old at the start of the period in the Netherlands; · have earned at least a bachelor's degree or its equivalent before 1 September 2005; · have graduated no longer than two years ago, or be working on a PhD in their own country; · intend to undertake an individual research project or pursue individual studies at a higher education institution recognized by the Dutch government or at a research institute doing; · work related to the academic work the person is doing in their own country; · have been accepted for admission to the Dutch higher education institution or research institute; · as of 1 September 2005, not have spent more than one year already studying at a Dutch higher education institution; · be able to offer evidence that they are sufficiently skilled in speaking and writing the language in which the course is taught (see under required documents); · be a national of one of the eligible countries.
