EBRD-Romanian budget income rises after tax reform


BELGRADE, May 22 (Reuters) - Romania's general budget revenues grew 8 percent year-on-year in real terms in the first quarter, following the introduction of a flat tax system, Romanian deputy finance minister said on Sunday.

Romania's centrist government, which came to power last December, has introduced a flat 16 percent tax replacing a 25 percent corporate tax and an 18-40 percent personal income tax scale.

It has also stepped up fight against tax evasion.

"Despite tax cuts, general budget revenues grew 8 percent in real terms," Dragos Neacsu told a panel during the annual meeting of the European Bank for Reconstruction and Development (EBRD) in the Serbian capital of Belgrade.

Neacsu also said he hoped to conclude negotiations with the International Monetary Fund (IMF) on the Balkan country's budget plans in June.

"A mission of the IMF is scheduled for mid-June and I hope the negotiations will be concluded then," he said.

Romania wants the IMF to approve a 2005 budget deficit of 0.7 percent of gross domestic product (GDP), higher than an already agreed 0.4-0.5 percent, so that it can finance various infrastructure projects.

Romania, which hopes to join the European Union in 2007, had agreed with the IMF to cut its budget gap from 1.2 percent in 2004 as part of its drive to cut spending and curb domestic demand spurred by the government's tax cuts.
