Regal's Timis named in Romania organised crime investigation

Frank Timis, the controversial chairman of Regal Petroleum, has been named
in three separate criminal investigations that are on-going in Romania,
where his company has major gas exploration interests.
According to a document obtained by a Romanian environmentalist group,
among the inquiries into which Mr Timis has been drawn is an investigation
under the country's laws against organised crime and drugs. Mr Timis, who
has two convictions in Australia for possession of heroin with intent to
supply, recently fell out dramatically with the City after Regal revealed
that its Greek interests could be worthless.
The news of the existence of the Romanian investigations will increase the
pressure on Mr Timis and Regal, where many shareholders have demanded a
management shake-up following a collapse in the company's share price. It
is reported that the Financial Services Authority is examining the
company's conduct, as its Greek disappointment came shortly after it had
raised £45m from investors.
The Romania inquiries emerged after a local activist group called Alburnus
Maior wrote to the country's Supreme Court, under the freedom of
information rules in Romania, asking if there were any current criminal
investigations involving Mr Timis. They received the answer that there
were three dossiers that featured Regal Petroleum's executive chairman,
who is of Romanian origin and whose full name is Vasile Frank Timis.
The letter from Serban Bengescu, an official in the judiciary, made
available to The Independent, said: "The named Timis Frank Vasile is
implicated in the files No.3/P/2002 of the section on combating organised
crime and anti-drugs in the Prosecutor's Office of the High Court of
Cassation and Justice [the Supreme Court], No.33/P/2002 of the Military
Prosecutor's Office of the Military Court of Appeal Bucharest and
No.119/P72001 of the Prosecutor's Office of the Court of Appeal
Alba-Iulia."
Alburnus Maior is opposed to the planned mining activities of another
company that Mr Timis founded called Gabriel Resources, which owns
licences for a massive gold mining project in the mountains at a place
called Rosia Montana. The activists are seeking answers from the
authorities about the allegations in each of these cases and how Mr Timis
figures in the investigations. Mr Timis has said he no longer has any
links with Gabriel Resources.
Stephanie Roth, a Swiss national who is a volunteer with Alburnus Maior,
noted that the last of these cases, at a court in Alba-Iulia, was close to
the proposed mine site in Rosia Montana.
Media reports in Romania have questioned how Gabriel Resources acquired
the mining licences for what is planned to be Europe's largest open cast
gold mine for a mere $3m (£1.6m). The project would involve the forcible
removal of 2,000 local people and, according to Ms Roth, the destruction
of a Roman-era mining settlement on the site. She said: "The farmers here
have their land and nothing else."
Bobby Morse, a spokesman for Regal, said: "Frank strongly denies the
allegations. He has never been contacted by any judicial authorities in
Romania. This is the first he's heard of it. He will defend himself
vigorously." Mr Timis is also behind Sierra Leone Diamond Company, which
floated on AIM earlier this year. The company, in which Mr Timis is a
major shareholder, shares offices with Regal but is now in the process of
moving in order to limit its ties with Regal.

Frank Timis apare pentru a doua oara in presa britanica din ultima vreme in legatura cu investitia controversata de la Rosia Montana.
Articolul care a aparut ieri in "The Sunday Times" sustine ca Timis, presedintele Regal Petroleum, ar fi cercetat penal, actiune care ar face parte din campania desfasurata de Romania impotriva crimei organizate si a traficului de droguri, in vederea aderarii la UE.
Autoritatile romane au negat insa ca Frank Timis este obiectul vreunei anchete.
Articolul puncteaza si legaturile lui Frank Timis cu lumea politica. Semnatarii analizeaza un CV al acestuia in care Timis pretinde ca a ajutat PD sa redacteze legile de restructurare a mineritului la finele anilor ?90. Principalul beneficiar al acestor legi, se afirma in articol, ar fi tocmai Frank Timis.
In 2004, Traian Basescu, pe atunci presedinte PD, a sustinut investitia de la Rosia Montana. "Este unul dintre proiectele pe care PD trebuie sa le sustina, nu doar ca o solutie de valorificare a unei resurse enorme pentru tara, dar mai ales ca un proiect care va avea ca finalizare refacerea echilibrului mediului in Apuseni".
Purtatorul de cuvant al Presedintiei, Adriana Saftoiu, ne-a declarat ca sensul afirmatiilor lui Traian Basescu, din 2004, era altul. Presedintele a vrut sa spuna ca pana la acea ora nu i se prezentasera decat argumente in favoarea investitiei si ca atat timp cat nu i se prezenta si un proiect impotriva nu avea de ce sa se opuna.
Intre timp insa, Basescu a revenit asupra determinarii din 2004. In perioada in care s-a restructurat mineritul, ministru de resort era Radu Berceanu. Actualul senator PD ne-a declarat ca, daca face o astfel de declaratie, "Timis e complet nebun!".
Berceanu a negat ca ar fi existat vreo implicare a omului de afaceri in redactarea legilor, afirmand ca partea care il priveste pe Timis nu intra in subordinea sa ca ministru, precizand ca investitia omului de afaceri incepuse inainte ca PD sa preia portofoliul Industriilor .
De asemenea, Berceanu a mai spus ca nimeni din PD nu-l cunoaste pe Timis si ca nu a discutat niciodata cu Traian Basescu despre acest subiect.
Gheorghe Muscalu, seful Directiei de Investigarea a Infractiunilor de Criminalitate Organizata si Terorism (DIICOT), a negat informatiile din ziarul britanic "Sunday Times" potrivit carora Frank Timis, presedintele Regal Petroleum, ar fi cercetat in acest moment intr-un dosar privind crima organizata.
"Din cate stiu eu, nu-mi amintesc sa existe un dosar pe numele Frank Timis in atentia DIICOT. Voi verifica, dar sunt slabe sperante sa ma insel", a precizat Muscalu.
Ziaristii de la "The Sunday Times", care au mai scris despre Frank Timis, sustineau ca acesta s-ar afla in vizorul procurorilor in contextul luptei pe care a declansat-o Romania impotriva crimei organizate si a crimei organizate.
In articolul din ziarul britanic se mentioneaza faptul ca Ministerul Public din Romania ar fi recunoscut existenta investigatiilor pe numele lui Timis intr-un document transmis catre Asociatia Alburnus Maior, care se opune proiectului Rosia Montana.
Ziarul "Averea" a reusit sa intre in posesia documentului citat de ziaristii britanici. Este vorba despre un raspuns al Parchetului inlatei curti la o solicitare adresata de presedintele Asociatiei Alburnus Maior, Eugen David. Prezentam integral continutul acestui document datat 14 martie 2005: "Urmare cererii dumneavoastra (...), formulata in temeiul Legii nr. 544/2001, privind liberul acces la informatiile de interes public, va facem cunoscut faptul ca, asa cum rezulta din adresa nr. 586/2005 a Sectiei de urmarire penala si criminalistica din cadrul Parchetului de pe langa Inalta Curte de Casatie si Justitie, numitul Timis Frank Vasile a figurat in dosarele nr.3/P/2003 al Sectiei de combatere a criminalitatii organizate si antidrog din cadrul Parchetului de pe langa Inalta Curte de Casatie si Justitie, nr. 33/P/2002 al Parchetului Militar de pe langa Curtea Militara de Apel Bucuresti si nr. 119/P/2001 al Parchetului de pe langa Curtea de Apel Alba Iulia". Parchetului General ne-au declarat ca toate aceste dosare s-au finalizat cu neinceperea urmaririi penale.
Suspectat ca a furnizat informatii false
Atentia presei londoneze este focalizata pe Frank Timis din cauza unei lovituri pe care a acesta a dat-o pe bursele engleze. Timis este cercetat in Marea Britanie, fiind suspectat ca a furnizat informatii false despre descoperirea unor zacaminte de petrol in Grecia.
Imediat dupa furnizarea acestor informatii, actiunile companiei sale au crescut simtitor la bursa, in acelasi timp el reusind sa atraga capital in valoare de zeci de milioane de lire sterline. Ulterior s-a dovedit ca zacamintele de petrol din Grecia nu se ridicau la estimarile specialistilor lui Timis.
