World Learning for International Development, the Romanian Civil
Society Strengthening (RCSS) Program announces a Request for
Applications (RFA) designed to support  NGOs in carrying out advocacy
projects that promote policy change and accountability of government.
The program will also support advocacy projects working in favor of a
legal framework that ensures NGOs can better represent civil society,
are sustainable and expand their role.  Special attention will be
given to policy reform projects that promote compliance with EU
standards and preparation of Romanian entities to take full advantage
of new opportunities arising from EU accession, such as funding from
structural funds and the role of civil society in this context. The
program will support coalitions engaged in advocacy, emphasizing the
need to go beyond current levels of effort to monitoring the impact on
citizens of changed legislation, policy or process created by the
advocacy effort and increasing the number and type of NGOs that engage
in advocacy, particularly at national level.

Applicants which sent questions regarding the RFA on email on March 1,
2006 are invited to resubmit their inquiries regarding the Advocacy
RFA to [EMAIL PROTECTED] or to the fax number (031) 104 2874.
(On March 1, 2006 WL received a number of email messages carrying a
Netsky virus that were deleted by the virus protection software.) The
deadline for the resubmission is Monday, March 6, 12:00 am.



RCSS will launch its following RFA focusing on sustainability through
partnership development early March, 2006.
