Is this of interest to anyone in the group? My client wishes to find a strategic partner in Romania to develop a power plant either using wind or fossil fuels. It has a great deal of expertise in this field both in technical terms and in terms of raising investment capital. It also has investors with very deep pockets keen to invest in Eastern European energy projects. What we are looking for is a Romanian partner with long-term thinking. Such a partner does not need previous experience in energy but should understand the market here and possibly some understanding of the political and civil service implications of a project.
1. Potential partners have to pay fees to our client - our client will become their consultants to develop a power plant. a. Based on what they want, our client will make an offer and develop the power plant on behalf of the local investor 2. The local investor needs to be willing to invest around 2% ~ 3% of the cost of the power plant up-front in order to realise a power plant. a. This will be lost unless the power plant is realised. So if they back out they lose their money. 3. Our client’s international investment partners will not deal with Romanian entities who only want foreign investments. a. The local partner must have an financial commitment, and must remain in the venture until the power plant is operating for around 6 months. b. In some exceptional cases the foreign partner may waive the above. 4. For Example: a. A 40Mega Watt power plant will cost around Euro 50 million and the local partner must be able to around at least EUR 5 million in the project. b. Then once we reach a certain stage of the development, we will bring in a foreign partner who will put the balance equity (EUR 10M) c. Together with the local and foreign partner, we will also assist in obtaining the bank loans (~ EUR 35M). d.
