Yes, we know what you are refering too. 

I however think reactos is going good the way it is.

To take an other more recent released free operating system as a reference, 
FreeDOS. Everything you need can be downloaded directly from freedos.org. You 
take the ISO and it runs out of the box.

This of course does not mean that there are other DOS kernels or other command 
line interpreters or compilers somewhere else on the net. You can still do some 
things better and then let people dowload that if they want.

Reactos is much bigger, but the same principle should apply.
