Watch out, Maheswari. In the context of business applications, your argument
may be right more often than not. Not all of us are working with business
applications, though.
What would you do if you were writing a printer driver?
A graphics driver? What is an actor for DirectX (not that I expect Microdoft
to have done use cases for it).
Is an engine management system's actor the driver or all the pedals, valves,
gauges and contacts?

System is the bit you are designing.
Actors are all those nasty outside bits over which you have no control.
Use cases tell you about how these two worlds try to outwit each other.
