Do a File->Units->Load.  This will import a cat file into the model but keep the contents of the cat file in the cat file itself independent of the model, i.e. the cat file will remain as a subunit of the model.

If you do a File->Import and import the cat file then the contents of the cat file will get imported into the model, i.e. included into the .mdl file itself.
