Then, is it possible that by mistake someone had hit the Write Protect command on the 
parent package from the contextual menu ?
It seam that under ClearCase you can Write protect units you intend to work on ?
If not then i have no further idea

Hi there ! Thanks for the reply.. Actually i'm pretty sure we originally tried that, 
but it didn't seem to make a difference.  The weird thing is that a few of our users 
have no problem with this.  But a few of us who more recently installed/used Rose, 
have this problem.
