It's a half finished (natch) thing to let you drop markers in the composition.

Markers are just things you can ascribe to sections of the document - the 
intro, the bridge, the reprise etc.  They will be able to be dropped on the
loop ruler (which will have to change a little accordingly) or through the 
editor dialog - at the moment you can't move them (which is obviously wrong
and you can only have one at any point in time (i.e. they can't overlap).  I 
think it'd make much more sense to allow you to move them at least.

Once we've got markers, clicking on them in the marker dialog (which should 
probably be called the marker manager) will zap the playback cursor to the 
marker in hand.  We should also be able to easily define loops between marker 
points.

All in all the dialog appeared in a blur the other day because I was in
the mood - it's necessary, reequested by a few, and should be relatively
easy to complete and prove quite useful for people.
