He might have been had he not said, "H is not part of the continental European
names" but it is indeed true that more than one name exists for this note.

I think he wanted notes of the highest pitches and lowest pitches at
each point in time to be split automatically into separate tracks.
I'm not sure what he was proposing to do for those times when there
are also notes of intermediate pitches such as the middle note(s) in
a chord of three or more notes.

Yes, it doesn't seem to work well except in quite simple or quantised music.
It's an interesting problem and an interesting algorithm.
There are better algorithms, not necessarily published.
In general I think it is very difficult to write an algorithm that generates
musically plausible separations into parts (voices) given only imported MIDI.
