Rich's rationale for that was making it difficult for people to steal credit 
for others' work.  The idea was one of us would have to edit the library info 
at the time the submission was accepted.

In practice, lots of users have already figured out how to hack the XML by 
hand the same way we would, and the "alternate method" instructions we have 
that involve running some text file to RG converter script probably do this 
as well.

There's probably no real point in continuing to lack controls for changing 
this through the GUI, but it's definitely a design consideration rather than 
an omission.
