I've experimentally committed a "Welcome to Rosegarden" message, to
appear the first time you run a particular version of Rosegarden, and
a "newer version is available" message.

The "newer version" test just makes an HTTP request for
http://www.rosegardenmusic.com/latest-version.txt and compares that
against the current version.  For test purposes, I've put "1.7.0" into
that file, so it should compare greater than the trunk SVN version and
you should always see the dialog (until you click "Don't show me this
again").

The "welcome" text, and indeed dialog, are pretty rubbish.  If you can
come up with any improvement to this or the newer version feature,
please commit.  I'm going to be away for a few days, but I'll check
commit logs when I get back, and I'm not particularly attached to my
way of doing things here.

Philosophical observations about the merits of this internet-based
check for a newer version are also welcome!
