Nope.  Happened to me with Ubuntu 8.10 as well.  I just snorted and
told it to go ahead with installing kdelibs4-dev, since I wasn't
actually using anything from kdelibs5 myself anyway.

It doesn't seem to have affected the ability of KDE4 applications to
run, though -- it's just the development packages as far as I can
tell.

I'm quite sure it will be possible to build KDE4 yourself and install
it with a different prefix, if you have a real need.

Of course, you could instead build KDE3 yourself and install _that_
with a different prefix (/opt/kde3 or something) if you want to feel
all futuristic and keep your system primarily KDE4.

I don't know which option would involve the greater feelings of pain
and futility.  Perhaps, for the greatest emotional effect, you should
do both.
