To say the truth, redundant clefs and keys are hidden but there is no 
"redundant time eliminator" still.
What is only done is to avoid having two time signatures in the same bar.
Nevertheless two identical time signatures are allowed in two consecutive 
bars.
I didn't look at what happens when the time signature is changed inside a bar 
as this is not very usual (however I remember an old bug in the tracker about 
that sort of things).

I was aware of this time sig. color problem some weeks ago, then I spent so 
much time fixing various crashes than I totally forgot it.
I will try to have a look at it in the next days.

I never looked inside the LilyPond export code still.
Probably the time has come to do it.
