I have no idea. I would think this would be more of an ALSA issue. My bet is that since there's no hardware to slow things down, ALSA transfers data as quickly as possible. The alternative would be for ALSA to simulate a MIDI interface between two connected devices. It would then slow things down to 31.25kbps. I can't imagine why that would be a good idea.
