I've never used osmosis, so I can't tell you how those diffs should be applied.
For small areas, you can download up-to-date data using osmxapi. After importing data with gosmore, you should see results under the search box. Enter a space (' ') in the search box if you don't see results. Click on one of the results. Zoom with the wheel. Use the right and middle button to mark the end and start points.
