I would be interested in defining a chain of processing steps that lead from an OSM file to the binary indexed whatever structure, and then find the point in that chain where a lot of the "expensive" processing has already been done but decisions about the final format are still open. Some kind of "intermediate routing graph format". This would then be a format which would make sense to offer in a pre- computed form on a web site; users of specific navigation software could then download this file and apply the last steps to it to make a proper indexed and compressed data file for use with the specific application. I don't think that we'll manage to find a "final file format" that many routing applications will share.
