Actually I think you might tag that kind of streets with two highways. One with oneway=yes and lanes=1 and the other one with oneway=yes and lanes=2. There is a German Wiki page considering defaults, but a small comparison with real streets showed those defaults arent any good.
Think its strange somehow because it really is something you just cannot not see if you are tagging a street ...
