I believe the X12C TCP/IP project was cancelled because it was effectively obsoleted by the IETF EDIINT standard.
You can find the draft report as it stands, at the X12C Web site. Go to http://www.x12.org/, select "Subcommittees," and pick "Communication/Controls (X12C)." Expand "X12-C Info Center," and select "Documents/Presentations." Whew! Then, finally, you can get hold of the document itself by choosing "EDI TCP/IP Guideline." I might've included the full (long) URL of the document as a URL attachment, but unfortunately, the WEDi listservers don't allow attachments this week! In the meantime, you have to wend your way through the X12 web site to retrieve the file. William J.
