implicit use?

I can't for the life of me get the implicit use module to work.  If I
specify a bad file=bunk name, it shows up as a run error:
 
          : Error in whatever.html
          : RXML run error: Failed to fetch findme.
 8:01:11  :  | <use package="findme">
 
but when I put the real package name, which is accessible if I put in a <use
package=includes/> in the html, it works.
