I'm aware of these facts but I'm curious as to whether the standard XML-RPC 
spec includes the use of the encoding attribute in the xml declaration. From 
the recent problems posted on this list about different encoding systems, it 
would seem so, but I'd just like some confirmation.

As far as I can see, none, and I've offered to rewrite the server using the 
Apache library, but due to other commitments would be unable to do this for 
some time. According to the head of the server project who OK'd the change 
in libraries, the thingmachines library was more complete at the time 
(perhaps 6 months ago?), although I suspect it is in actual fact because a 
programmer on the team prefers using serializers to Hashtables 
(thingmachine's library supports both). In their current states, I would say 
that the Apache XML-RPC library is more complete and more reliable, and as I 
say, I've recommended its use but there are only a few people who could 
implement it at this time.
