I had the same problem yesterday.  So I eventually started again with a
fresh rpcemu directory and re-installed.  The Guide is correct, though
the instructions could do with being clearly laid out one per line, and
I have now installed RPCemu on Ubuntu perhaps ten times.  I won't say I
know what I'm doing but it can be made to work.
