It sounds like the first method isn't filling in the "Start in" field of 
the shortcut wosname properly (presumably because it's creating a 
shortcut to a shortcut, or somesuch).  RPCemu (and various other 
programs, for that matter) need this 'start in' field to be set 
properly since they look for things in the current folder.

Good ol' windows... so consistent and helpful :p  You can always edit 
the shortcut properties to fix the problem ;)
