It sounds like the first method isn't filling in the "Start in" field of the shortcut wosname properly (presumably because it's creating a shortcut to a shortcut, or somesuch). RPCemu (and various other programs, for that matter) need this 'start in' field to be set properly since they look for things in the current folder.
