Many thanks - you gave me the clue I needed !
The missing component was "build-essential". I stupidly assumed it was
already installed, but just checked and realised it wasn't there.
Have now installed it and retried - worked first time and RPCemu is now
running fine.
Sorry for being a such a dipstick, but sometimes when you're tearing
your hair out, you just don't see the obvious.

I have 'hg cloned' the latest the latest release from
www.home.marutan.net/hg/rpcemu to my local drive per the instructions,
but when I do the configure step I get:

Neither the 0.8.11 release nor the mercurial latest show that error here
with a 32bit MATE Linux Mint 17 Qiana on VMware Fusion on Mavericks on a
Mac.
All I had to do on the clean Linux Mint install was get Allegro4 (and hg).
I have no idea what this "Unknown `--is-lightweight' option" stuff is
about!! A file src.missing does exist.
If you let me know exactly which Mint download is in use I can give it a
try but it will have to wait a bit it is much more important to listen the
the Proms this evening.
I have just done a take 2 with Linux Mint 17 Cinnamon 64bit on VirtualBox
and found is was necessary to install 'build-essential' otherwise these
errors appear :-

//configure: error: C compiler cannot create executables//
However I still did not see the strange "missing" stuff. Google shows
results for that error which may or may not help, I have not followed that
up as I don't have the issue to start with.
I used the release rpcemu 0.8.11 as previously though the mercurial latest
source did build an executable it did not start RISC OS. It is running, the
title bar shows MIPS but there is just a black screen.
