I am now on Mojave and I don't see that here on my iMac, nor did I previously on High Sierra, the mouse pointer is fine with ‘Reduce CPU usage’. It is however a real mouse. Direct Menu and Adjust clicks are a casualty. The work around is alt-Select for Menu and ctrl-Select for Adjust. I don't have a track pad here to see how that would go.
