In fact, I've my doubts about the "fairness" of the consensus when I
compare, even in the same region, even the same co-chairs, how different policies are "evaluated" for having reached consensus or not. I know we should not "count" votes, but sometimes I'm feeling that it will be the best
way to go.

Who is able to vote and how many votes do they each have?
