IPv4 exhaustion BoF report ========================== 2nd May 2007, during AfriNIC-6 in Abuja, we had a BoF on IPv4 exhaustion.
Objectives : ========================= 1-Look at the issues brought by the future IPV4 pool exhaustion at IANA and RIRS 2-Determine possibles actions to well manage the situation in AfriNIC service region. Co-chairs: Adiel, Alain Participants: ============ 25 persons from various regions attended the BoF. Conclusions of the discussions ============================== 1- It may be difficulties to have the global policies related to IPV4 pools exhaustion (equal distribution of reserve to all RIRs, Common timeline for IPv6 transition etc..) adopted fast as the global policy process is long, the diversity of the visions, etc... . 2- It will be difficult if not impossible to free the reserved 240/4. Too many impact on network equipment and software manufacturers. 3- The second market will probably happen and will decide 4- AfriNIC should play a role in the second market. It will need the redefinition of the scope of its service and operation. but before that term, some possible actions: - Seek a mechanism to recover the unutilized blocks. A policy is probably needed - seek a mechanism to encourage legacy holders to return unutilized blocks - Conduct some studies on the number of legacy and unutilized blocks and how to recover and use them. - seek a mechanism to facilitate the regulation of the second market in the favor of local community - dig further on ressources certification and see how it can be used to regulate the second market. - launch an awareness campaign for local operators. Get them to stop NAT to apply for public IP. what can be done to accelerate consumption rate : fees or threshold for subsequent allocation reduction? - Continue the promotion of IPv6 deployment in our region. Seek more Involvement of Policy makers. The BoF concluded that there is no need for a WG/SIG or mailing list. discussions should continue on the policy and afripv6-discuss mailing list.
