Below please find a summary of the discussions we've had so far
regarding the above policy. As per the AfriNIC policy development
process, a draft policy proposal should gather consensus on the
Resource Policy Discussion mailing list before being presented for
discussion at an AfriNIC Public meeting.
For this policy to be presented during the Public meeting in Rabat,
Morocco, we need a final round of comments on whether or not you
support the policy and why.

Summary:
The policy proposal outlines a process through which IANA shall
distribute the remaining IPv4 address pool to the 5 RIR's.
During the AfriNIC-7 public policy meeting in Durban South Africa,
the values of N=1 or N=2 received equal votes and thus that section
of the policy was referred back to the mailing list for further
discussion due to lack of consensus (the rest of the policy was
accepted by the community).
There were a few comments regarding this policy. Two members favored
a value of N=2 whereas one member favored a value of N=1. One member
didn't come out clearly on what value they favored. It, being a
global policy, the challenge here is to come up with a fair value of
N that will be acceptable to all RIR's.
Let's hear more from the community. Thereafter, we can discuss this
further during the AfriNIC-8 public meeting in Rabat.

IPv4 address space to the Regional Internet Registry (RIR)
system.
Incentive: In order to assure the equal distribution of the IPv4
address space across RIR regions, this policy proposal describes a
process for the distribution of the remaining IPv4 space from
IANA to the existing RIRs
Rational and Background:
When IANA central pool reach certain minimum amount of IPv4 /8 blocks,
the remaining pool will be equaly distributed to existing RIR.
This policy will replace the current on-demand policy.
In order to ensure the equal distribution of the IPv4 address space
across RIR regions, five (5) block units of assignments (/8s) will be
reserved for each RIR at the time of the approval of this policy.
The process is divided in two consecutives phases.
1. Current Policy:
During this phase IANA will continue to assign IPv4 space to the
regional Internet registries using the current on-demand policy.
This phase will continue until a request of IPv4 address space from any
RIR to IANA compromises the pool in a way that:
X = IPv4 block units available before the last request.
A = block units needed to fulfill the last request from a RIR.
R = Number of RIRs recognized by ICANN.
if R * 5 < = (X - A) -----------> Threshold value
Then the next phase will be activated.
2. Distribution of the remaining IPv4 Address space:
IANA will automatically assigned the reserved IPv4 block units (/8s)
to the different regional registries (5 each) and respond to the last
request up to a limit that prevents a compromise of any of the block
units reserved for the regional registries.
2.1. Calculations for the final assignments
The remaining space will be distributed, by assigning each RIR five
block units (/8s) and the remaining space will be assigned to the RIR
that submitted the last request.
So for simplifing the process we can put the above describtion into
equations; assuming that:
X is the IPv4 (/8) unit blocks available before the last request
and R is the number of RIRs recognized by ICANN
T = 5*(/8) ,where (T: Bolck to be assigned to each RIR by IANA)
Y = X - (5*R) ,where (Y: Surplus of /8 after assignment of 5 /8 to each RIR)
B = T + Y ,where (B: Final assignment for the last RIR request, which
request IPv4
block from IANA when the threshold is reached)
Proposal:

Policy Statement:
This policy describes the process for the assignment of the remaining
IPv4 space from IANA to the existing RIRs. When a minimum amount of
available space is reached, an identical number of IPv4 assignment units (/8s)
will be assigned from IANA to each RIR, replacing the current IPv4
assignment policy.
In order to fulfill the requirements of this policy, at the time of its
adoption, an identical number of IPv4 allocation units (N) will be
reserved by IANA to be assigned for each existing RIR. The number N is
defined as 5. The reserved units will no longer be part of the available
space at IANA pool.
The process for the assignment of the remaining IPv4 space is divided
in two consecutives phases:
1. Existing Policy Phase:
During this phase IANA will continue assigning IPv4 addresses to the
RIRs using the existing allocation policy. This phase will continue until a
request for IPv4 address space from any RIR to IANA can not be fulfilled with
the
remaining IPv4 space available in the IANA remaining pool.
This will be the last IPv4 address space request that IANA will accept
from any RIR. At this point the next phase of the process will be
activated.
2. Exhaustion Phase:
IANA will automatically allocate the reserved IPv4 allocation units to
each RIR (N units to each one) and respond to the last request with the
remaining available assignemt units in IANA pool (Y).
2.1. Size of the final IPv4 allocations:
During this phase IANA will automatically allocate N allocation units
to each RIR from the reserved space defined in this policy. IANA will also
allocate Y allocation units to the RIR that submitted the last request for
IPv4
addresses.
2.2. Assignment of the remaining IPv4 Address space:
After the completion of the evaluation of the final request for IPv4
addresses, IANA must:
a. Immediately notify the NRO about the activation of the second
phase of this policy.
b. Proceed to assign Y units to the RIR that submitted the last
request for IPv4 address space.
c. Proceed to assign N units to each RIR from the reserved space.
