Vincent, I have no comments on the Policy other than seek to understand some of the rational behind it such as:
1) If the RIR are the ones that recover the v4 IPs, what is the rational of declaring the same to IANA and then subsequently applying to get them back? What value is IANA adding - i seem not to get it. Initially I assumed that IANA could be aggretating to get economical sizes for subsequent reallocation but from the examples given in the Policy that doesnt necessarily apply i.e. you surrender a /24 and most likely get back a /24.
