Perhaps I am being thick, and by "scope", you mean "does one have to
use BGP?" when you announce your IP block. In that case, I think the
answer is no. RIRs don't generally tell you that you must announce
your address space in a specific way. That's for an LIR to decide IMO.
By scope I mean "does the address block have to appear in the DFZ".
