Most of this patch is attempting to automate "suse" identification
and add default "packaging policy"configuration.

SInce thepolicy is invariably re-configured through other means,
and because the vendor identifier has already been added
(still needs to be resolved whether "opensuse" or "suse" is correct),
most of the patch can be simply ignored.

You can run "rpm --showrc" later and diff against some reference
implementation to see what might not be "compatible" any time.
