The addition of %end in 2016 (and Fedora RPM4) as a solution fixes you problem:

Meanwhile, the rpm spec file parser is hugely flawed (and always has been). 
There are hacks upon hacks upon hacks with almost no design, only bug reports, 
for the last 20y.

Feel free to blame me for any/all implementations in rpmbuild even though I 
haven't touched any of RPM4 (RPM5 has most of the same flaws) since 2005.
