The addition of %end in 2016 (and Fedora RPM4) as a solution fixes you problem: Be happy! Meanwhile, the rpm spec file parser is hugely flawed (and always has been). There are hacks upon hacks upon hacks with almost no design, only bug reports, for the last 20y.
