Much of the stuff in /usr/lib/rpm could live in %{_datadir}/rpm but there are 
also ELF executables there that can not, so the stuff would have to be split 
into two different places. And there are a LOT of hardcoded references to 
/usr/lib/rpm out there in packages, all of which would break for no 
particularly good reason.

I think everybody agrees that /usr/lib/rpm is not exactly optimal place for 
this stuff but in reality the cure is far worse than the disease.
