Relocations in RPM are a vestigial implementation: in fact every path can be 
relocated all this century independent of whether there is one or more Prefix: 
tags in a spec file.

The existence of one or more Prefix: tags controls whether a warning is 
displayed (or not).

If the relocations were made persistent, and propagated from old to new header 
during upgrade, then the implementation becomes useful.

For extra credit, one might relocate file dependencies as well.
