Switching over such central piece of the of the dependency system is not an 
trivial matter. This patch still misses the necessary compatibility shims to be 
able to switch over a distribution:
Enable the new Provides first and only later move the Requires to the new style 
and as third disable the old style of Provides.
I am also hesitant to add this upstream (especially as the default behaviour) 
without the buy-in from at least one major distribution. Being already deployed 
on a distribution level would make this patch much more likely to get in 
quickly (after some fix-ups).

So I am still leaving this open for now. If there is no progress the next two 
months this is going to get closed.
